Stanley Rader, acting Chairman of the Ambassador International
Cultural Foundation of Pasadena, California, arrived yesterday
from Tokyo.

He met with Labor Minister Blas Ople to discuss the Foundation's
contribution during the decade to the Ministry of Labor in manpower
and development projects.
Rader was accompanied by Osamu Gotoh who directs the Foundation's
activities in Japan.
Ambassador International Cultural Foundation is an organization
dedicated to aiding developing countries in the areas of cultural,
economic, and religious developments.
Rader disclosed that the Ambassador Foundation has agreed to fund
the Ministry of Labor to the extent of $25,000 per year for the next
ten years.
He said the Foundation's parent organization, the Worldwide Church
of God, will devote much of its spiritual, human, physical, and
financial resources in furthering the goals and aspirations of the
Filipino people and. the government of the Philippines [so] that
they strive together to bring to fruition all the objectives of the
new society.
Rader is leaving today for Peking where he will be a guest of the
People's Republic of China and lecture at the University of Peking
and Futean University in Shanghai.

Festival Allotment and Transfers
By the time you receive this, you should have received (or will very
shortly receive) your spring festival allotment checks. I wanted to take
the opportunity to let you know that this year the annual allotment amounts
are nine per cent of each minister's annual salary. Of this amount,
fifteen per cent is being sent for the spring feasts and the remaining
eighty-five per cent will be sent about a month before the Feast of Taber­
nacles.
The total annual amount will be considered part of your salary and you
won't be expected to return any of it. In effect, you are receiving a pay
increase. The Accounting Department will be providing information about
the tax liabilities that you may incur.
In connection with the Feast, I need to mention that we are entertaining
thoughts about transfers for the ministers. As you know, transfers have
been discouraged for the past couple of years. This year, because of
increasing the number of feast sites, we will need to bolster the number
of ministers attending some of the sites. We still expect you to attend
with your local congregations, but know that if we don't get enough re­
quests for some of the sites, we'll have to require a few transfers.
