The Patriotic Front knows it has the U.S. and Britain over a
barrel. They can force the talks to break down, realizing Washing­
ton will probably blame Smith and the moderates for the impasse, for
not giving in enough. Also, they reaiize that the West will not give
O
the new moderate government military support. Thus, they can· .bide
their time until they h�ve enough Russian arms to win out.
The same situation prevails in South West Africa where talks have
broken down because the Marxist SWAPO outfit has-rejected every
concession made by the South African government. Pretoria finally
said "no more" yesterday.
In Nigeria, President Carter warned South Africa of dire consequences
-- probably economic sanctions -- if it didn't accept the latest
Western offers, heavily weighed in SWAPO's favor.
Thus, the stage·appears to be set for a m.ighty big blowup all over
southern Africa, with America, as usual, on the wrong side.
