DELAY IN MAIL TO SOME MINISTERS A few ministers have asked why some
member letters are reaching brethren in their congregations before
the letters.reach them. The main reason for the delay has to do with
a system established by the U.S. Postal Service whereby the Work is
given substantial savings in postage costs by pre-sorting First Cl��s
letters.
Under this system, when there is a sufficient quantity of letters going
to a specific zip code area, these letters can be sent by the "pre­
sort" method. These particular letters are bundled and marked so as
to bXpass many of the operations in the Post Of�ice. Therefore, they
would reach their destination earlier than normal First Class mail.
Apparently, some ministers' member letters have been in smaller numeri- ·
cal groups which have gone through normal mail channels, whereas some
of their congregations' letters have been in bundles large enough to
be pre-sorted and these letters arrived a day or two earlier.
We in Mail Processing do understand your desire to receive information
fast, and,we always want to give the best service we can. It does
save the �ork thousands of dollars a year for us to take advantage
of post1ge discounts given by the Postal Service, but we're working on

improving delivery time for you. Normally, the difference between
pre-sort and regular First Class delivery time should only be a day
or two.

NON-FLEET REIMBURSEMENT CHANGE Effective beginning July 1, 1978, the
reimbursement rate for non-fleet mileage has been increased. The new
rate is:
0 - 1,000 miles
1,001 - 2,500 miles
2,501 miles and up
This is, of course, on a monthly basis.

MAN TO WATCH IN EUROPE Former Archduke Otto von Hapsburg, the oldest
son of the last Emperor of Austria-Hungary, has been granted West German
citizenship.
The Archduke, who is 65 years old, has also received permission to keep
his Austrian passport. He explained in an interview with the Austrian
Broadcasting Network that he had sought West German citizenship because

it offered him the opportunity to work for � unified Europe.
He also said he was interested in running for the expanded and strength­
ened European Parliament in its first direct elections scheduled for
